In Progress: Richmond First Precinct

With outdated security standards and insufficient space for staff, the existing Precinct #1, located at 25th & Q Streets, had long outlived its usefulness.

The new Richmond Police Precinct #1, in the heart of Richmond’s East End, represents a strategic investment in community infrastructure, modern policing, and collaborative construction.

Adjacent to the Justice Center on Fairfield Way, the finished 22,892 SF Precinct #1 will serve neighborhoods like Church Hill, Shockoe Bottom, and Union Hill — communities with deep histories and evolving needs.

Helping to lay the foundation for the success of this transformative public safety project was the Construction Manager at Risk (CMAR) delivery method. CMAR delivery offers a faster, more collaborative approach to project builds, with the added benefit of transferring risk from the owner to the construction team.

The city engaged Howard Shockey & Sons, Inc. and RRMM Architects early in the design phase, fostering trust, collaboration, and cost control from day one. The move away from traditional design-bid-build has allowed for smoother execution and better outcomes, and Precinct #1 continues to move forward and quickly take shape. Scheduled completion date is October 2025.
