2025 AIA NoVA Design Award Winner for Transportation and Infrastructure

Fairfax County, Va. — The Monument Drive Commuter Parking Garage and Transit Center has won an “AIA Virginia Award of Merit” in the Transportation & Infrastructure Architecture category.

As part of the VDOT “Transform I-66” initiative, the Monument Drive Parking Garage and Transit Center enhances multimodal transportation and commuter services.

With 820 parking spaces, an eight-bay transit hub, and extensive pedestrian and cycling connections, the facility provides seamless integration between private vehicles, buses, and rideshare options, reducing congestion along I-66.

The facility prioritizes safety through dedicated traffic circulation zones, high-visibility crosswalks, and pedestrian-safe zones with bollards. Enclosed stair towers with bird-friendly glazing provide natural daylighting, while a visually engaging design fosters a welcoming environment. Creative lighting highlights architectural elements of the parking structure and canopy.

Strategically located to serve Fairfax County, the garage supports access to employment centers such as Fair Oaks Mall and the Government Center Complex. The inclusion of Capital Bikeshare and dedicated pedestrian pathways enhances connectivity, while covered transit areas improve accessibility for all users, including those with mobility challenges.

Eye Catching Design with Gateway Flair

Sustainable material choices include recycled aluminum cladding and precast concrete. Over 85% of construction waste was recycled. The bus canopy, made of steel and glass, balances durability with aesthetic appeal, while the steel cornice assembly provides long-term structural resilience. Future adaptability is embedded in the design. The transit center is envisioned as a flexible civic space for county events, markets, and festivals.

Environmental & Sustainability Elements

The 3.82-acre site preserves existing natural elements, including a Tree Save area along Government Center Parkway. Landscaping features native and non-invasive plant species, promoting biodiversity and minimizing ecological disruption. Low Impact Development (LID) strategies, such as rain gardens and green roofs, further reduce stormwater runoff and improve environmental resilience. Sustainable water management is central to the project, incorporating rainwater retention through the green roof and rain gardens. These elements reduce strain on municipal systems and support groundwater recharge, ensuring responsible water stewardship.

The garage was the first to achieve Parksmart Silver certification in Virginia, featuring 75% NetZero energy consumption. Solar PV panels generate onsite power, LED lighting with occupancy sensors reduces energy demand, and electric vehicle charging stations encourage low-carbon transportation options.

Setting New Gold Standard for Multi-Modal Transportation Facilities

The project serves as a regional model for sustainable transit-oriented design. Its integration of multimodal transportation, energy efficiency, and ecological preservation sets a precedent for future infrastructure projects, demonstrating a holistic approach to public mobility solutions.
