Shockey helps clients discover the most efficient ways to build their projects. Public-Private Partnerships (P3) provide an alternative project delivery system in which private sector expertise and capital can be delivered to a public sector owner.

Most any project that serves a public need can qualify: any facility operated as part of a public school system or an institution of higher education, any building for principal use by a public entity, any equipment or improvements necessary to enhance public safety or security — even communications infrastructure, technology, recreational facilities.

Shockey has helped counties, towns, cities, and school boards streamline the use of their resources and energies. A pioneer in utilizing the PPEA procurement process in Virginia, experts on the Shockey team have put in place 13 much-needed but underfunded public-private projects, including schools, transit facilities, community centers, and parking garages.
