Jeff Boehm | President
With a diversified background in contract negotiation, business development, subcontractor and owner relations, land development, conflict resolution, and public-private partnerships, Jeff is a leader in Shockey’s pursuit of commercial construction projects throughout the mid-Atlantic. He actively serves on numerous boards, committees, and commissions. Jeff began his career with Shockey in 1987; he has worked in nearly every aspect of the business.
Rob Wagoner | Vice President — Operations
Rob strengthens efficiency of company operations and provides leadership with a focus on safety, quality, schedule, and budget. He has sweeping experience in every facet of complex project delivery across all Shockey market sectors. Rob supervises and directs operational staff from preconstruction through completion, providing feedback to facilitate long-term success and ensure seamless day-to-day progress.
Elithia Cornwell | Chief Human Resource Officer
Fostering positive employee-employer relationships for Shockey, Elithia is the link between management and employees. She is responsible for planning and directing HR policies, objectives, and initiatives, including employment placement and onboarding. Elithia assesses compensation and benefits, ensures compliance with employment laws, and provides executive-level consultation on strategic staffing plans.
Staci Hurst | Chief Financial Officer
Responsible for Shockey’s financial health and integrity, Staci ensures that the company continues to grow and maintain profitability. She develops long-term financial strategy, optimizes financial operations, and is responsible for financial reporting and compliance. Leveraging technology and data analytics, Staci manages cash flow, identifies and mitigates risk, and budgets and forecasts to align with Shockey’s goals.
Ron Collins, CSP | Vice President — Safety
Safety is our no. 1 priority. Ron develops, implements, and manages health and safety protocols and procedures, ensuring that Shockey job sites provide peak working conditions for all. Shockey maintains an excellent safety record under his leadership, with full-time supervision and proactive planning. His continual focus on accident prevention and training empowers employees and subcontractors to promote safe work practices every day.
Jon Tingle | Director — Estimating
Jon coordinates varied team members to deliver successful, profitable projects across all delivery methods. Leading Shockey’s estimating team, he oversees design development, verifies scopes, reviews subcontractor prequalifications, analyzes risk, and determines material, equipment, and labor costs. Jon has broad experience in the bid process, construction management, value engineering, and project scheduling.
Neil Hoffstot | Director — K-12
With 30+ years of field and executive level expertise, Neil spearheads Shockey’s K-12 education team, communicating with owners and facility managers. Neil has steadily advanced into leadership roles in the school construction industry because of his performance from both the construction side and the school district side. Clients respect Neil’s ability to adeptly guide staff, subcontractors, schedule, budget, and delivery.
Brad Bolyard | Director — Healthcare + Industrial
Brad leads Shockey’s healthcare, industrial, and commercial services teams. Offering multi-faceted project and staff management expertise and a deep understanding of project delivery, Brad has more than 25 years of vast, varied commercial construction experience. With a proven track record in client relations, Brad is known for his meticulous attention to detail and thoughtful, thorough approach to customer satisfaction.

Jeff streamlines all phases of work on the company’s smaller, more urgent construction projects. After completing a project, Shockey’s dedicated Partner Services team fulfills ongoing tenant improvement, building upgrades, and other construction needs as they arise, while also taking on select new projects.
