Groundbreaking Held for Relocation of Richmond First Precinct

RICHMOND, Va. — On February 21, 2024, Mayor Levar Stoney, members of the City Council, and the Richmond Police Department gathered to officially break ground for the Richmond First Precinct location.

The ceremony was held at First Precinct’s new location at 1701 Fairfield Way, adjacent to the Justice Center on Oliver Hill Way.

The new 20,000-square-foot police facility replaces the existing precinct building, which is outdated and has stood at the corner of Q and 25th St. for more than 30 years.

The First Precinct serves east-end neighborhoods of Church Hill, Manchester, Shockoe Slip, Shockoe Bottom, and Union Hill among others.

The project includes the construction of an adjacent parking deck to house department vehicles. Following construction, the existing Police Precinct will be demolished to ready the property for a new use.

The project team includes RRMM Architects, AECOM, and contractor Howard Shockey & Sons, Inc. The project delivery method is Construction Manager at Risk.
